President Gloria Arroyo’s Report on Proclamation No. 1959
As required by the 1987 Constitution, President Arroyo has submitted a Report to Congress within 48 hours of issuing Proclamation 1959 declaring Martial Law in Maguindanao, except in some parts of it. Now, it’s up to Congress if they will uphold, reject or amend the Proclamation.
